Paper wealth. No one has that sort of personal money in cash or assets, apart from perhaps Mansour. When you hear billions, you're talking the value of publicly traded companies.

yes they do what do you think their assets are,so what you're saying is that only Mansour has a personal fortune of that amount so in effect he's the only one in the world connected with football who has a personal fortune of that amount?
according to the journal MA's personal wealth is 1.25bn and i'm sure the oil rich arsenal share holder has a personal wealth in the billions as well

    northern echo

NEWCASTLE United owner Mike Ashley has become the North-East’s only billionaire, according to the latest Sunday Times Rich List.

The 46-year-old divorcee’s personal wealth grew by £378m to £1,268m last year, the highly-respected guide to the super-wealthy claims, making him the richest person in the North-East by £830m.

    Their assets are their assets.

    Cash
    Property
    Items
    Cars
The value of shares in limited or public companies

It's the last point which often creates most of the wealth for most rich people. Let's say there is a company worth £100million. If Ashley personally owned 20% of that company in shares, then he that's £20million he can add to the value of his personal assets.

On paper it's a lot, but in reality, it doesn't mean that there's £20million to dip into. He's likely to be paid dividends based on the value of his shares, but that's it.

Even Mansour probably doesn't. The key difference with him is that he's mostly incredibly wealthy because he is a member of a ruling family with a personal fortune. There is no regulated company or board or directors to contend with, so he has much more control over where his assets go. This is especially the case when he's one of the leading political rulers of the country where most of his 'investments' are based.

    See above.
