He would have been considered though, there could be 3,000 like your dad, if 1,000 never had a mobile then the vaccine would have been decided between the 2,000 that had mobile numbers. Then they would have probably given preference to those that could drive or get there without assistance. There were only 975 per surgery, if your dad didn’t get contacted they considered there were others ahead of him either more vulnerable or who could attend easier. It’s why those in old peoples homes have been overlooked, it’s about getting to the surgery as quickly and as easily as possible and in and out the door. There is something like a 3hr window to get them done
