Snow happens when water freezes in clouds it then falls through cold enough air so that it doesn't melt and tie in to rain The opposite is impossible... Rain would fall through cold enough air to freeze it.. It has to be already snow.

One minute we're looking out the window at streetlights & cars on roads, rain is lashing down but all looks good...literally seconds later it's just so thick with snow you can't see a thing. Wheels up, nose up and full power back up into the snowstorm for a scary whitenuckle ride. Rain certainly changes to snow pretty damn quick in my experience
