Both really. It's a tournament in its own right which has divisions so in theory teams playing each other are of a similar quality. So you get likes of France, Germany and Belgium in the top division and your Andorra's and San Marino's in the bottom division. There's relegation/promotion for every 2 year run and the winners of the 4 groups in top division go to the finals each year; which England did when we topped our group including Spain/Croatia. There's play off spots for winners of each group in each tier iirc if they don't already qualify, which is how Scotland got their play off spot and why North Macedonia have qualified for the Euros. Think in time it will replace all friendlies between European sides (excluding pre-tournament) and hopefully the old qualifying format. Think it's much better that the minnows get to play each other and have a chance of competing rather than just trying to keep score down every game.
He has a good record for the national team, certainly in recent times, but they allow him further forward than we do. I can't see him being pushed up for us any time soon - he'll be needed to help protect the rookie defence.

Mane might have to move over to the right though which shouldn't be a problem. Every time i have seen Jota he looks far more threatening from the left or through the middle. EDIT.........he is actually best when free to roam but your front three do that anyway.
