I imagine they're doing things that they have legal powers to do

They can't shut B&M for example unless they have evidence which ties it to a large number of cases, and even then its very difficult due to the legislation the Govt put in for them to do that has so many exemtions they couldn't because B&M sell food. So they'd have to use other powers

Only people who can realistically change things on shops is the Govt (either by decision or by changing the law to remove the exemptions)

 

Or the people themselfes can stop been ****s.
