I think it's called covering one's arse. They simply can't be consistent with their calls, and they won't admit this weakness, so they have to conjure up ad hoc rationalisations in the face of criticism.

Why was Richarlison sent off? The ref blew the whistle just before his tackle, so its the same as Pickfords. I think Everton should feel hard done by for the inconsistent decisions
Think people have been missing headers and deflecting them in the goal off their shoulders since the year dot. Now it appears you can put them in with your bicep (which will please Milner, but hamper Robbo).
Dermott Gallagher has said much the same on Sky. The only explanation that account for the VAR team in the Prickford issue is that they had an order of priorities - is it a pen, is it onside, is it a sending off? That is correct if it's a 'normal' foul. When they got to offside they didn't review the foul, as Gallagher says they absolutely should have, for its severity. 'All they can do is thoroughly apologise' , say Gallagher. That's only half the point though - can the FA and PGMOL tell us how the hell somebody with that level of competence ever got near to a screen at Stockley Park? It's a bit like an airline apologising for a plane crash because the pilot didn't know the procedure for lowering the landing gear, and hoping nobody would ask how he or she ever got near the pilot's seat in the first place.

Indeed. VAR has not changed the PGMOL and The FA's ability and tendency to concoct a post-match arse-covering tale to avoid explaining their own incompetence. Either that, or we have to face a staggering truth that PJ is still trying to peddle on the Prem board: there are actually trained, paid, official VAR operatives who don't think that was a sending-off offence because Prickford was going for the ball. FFS - which is worse?
It's scary that they 'reviewed' the foul and did not deem it a foul! It's actually shocking and is just another example of how poor the refs are. Even with video technology, they still make ridiculous decisions.
And equally terrifying is that they appear to have the same misconceptions and lack of basic knowledge of the rules of the game they administer as some of the self-appointed fonts of false knowledge that sit on the Prem Board prognosticating on things they actually don't know.
But it's actually not, you know? Even if this can't-commit-a-foul-on-a-player-who-is-offside rule wasn't just made-up horseshit (it is), as Clattenburg pointed out the ball was still in play as Oliver had not yet whistled for offside, as they're instructed to let play go on until VAR reviews the lino's call. So the ball was in play when Prickford committed his atrocity anyway.

I don't look for conspiracies (except on wind-ups): I look for patterns. And this shows a pattern of consistent incompetence. The conspiracy would be why the PGMOL still employs him, but the consistency is that the PGMOL has many more like him.
