Your last point kind of ignores the fact that we got Salisu who was being tracked by many top clubs. I'm of the mind that we had him on one of our lists of targets and his agent put our name out there to push through for a move out of Toulouse (who got relegated to Ligue 2 last season), hence PSV seemingly coming in and completing a deal ahead of us.
Does it? We have a recent history of selling to top clubs. We're a logical, clear stepping stone to a big club. As well as being a PL club to boot. I'm no European football expert, but other than maybe Napoli, I can't remember too many big clubs shopping at PSV in recent years?

Transfer record is about £12m, they play in weak league. This isn't the early 90's. Most young players in the continental leagues know all about the premier League clubs; especially those from Africa where the PL dominates peoples interest (sadly to the detriment of the local clubs)
They’re a real showcase club, have a good record with youth players getting opportunities and the country also has much more lenient work permit rules. Players from African nations and South America can get there much easier. If it was questionable that he’d get a work permit here then it makes sense he’d go for them. Bloody PSV. First DaMarcus Beasley and now this? I’ll never forgive them.
I don’t think we need to be too concerned about players signing for Villa or PSV unless there is real evidence we have been after them. I think our signing will be more likely someone we have not yet seen on the radar. The Southampton way! That said, it is still quite fun talking about rumours....
