It's because they signed Van De Beek instead for cheaper and already have Pogba, Bruno, Mctominay etc. He's worth too much to villa for them to sell him. He's definitely good enough to play for a top 6 team though

No, still only seven sides will qualify. (Although it could be eight if someone was to win the EL or CL, whilst somehow not getting one of those seven slots.) It's just that the seventh of those seven sides will go into the Conference League rather than the EL. Technically that is the league cup winner (hence the article). But because the league cup winner almost always qualifies through one of the first six places - ie by winning the FA cup or finishing in the top five - the league cup place invariably goes to the next best PL side. (Usually that is 7th, but last season it was Spurs in 6th, due to Arsenal winning the FA cup but finishing outside the top five.)
So just giving one EL spot to the new format. Hopefully they expand it and give England another for either EL or new format over the next few years - would love another european trip!
I could be wrong, but my understand is that there aren't any additional spots being awarded for the Conference League - to any nation, not just England. The differences are that (a) more sides will ultimately finish their qualifying campaign with a group stage to enter - albeit not necessarily at the level which they entered qualifying - and (b) fewer group stage places will exist in the EL. Four rounds of qualifying for all three competitions. Different teams enter at different stages of qualifying as usual. But at every stage, the winner will progress to the next round of qualifying of that competition, whilst the loser will progress to the next round of qualifying of the next competition down. So someone could enter round one of CL qualifying, lose and drop into round two of EL qualifying, lose again and drop into round three of Conference League qualifying. There will still be automatic group stages places at CL and EL level. But no-one will automatically go into the Conference League group stage - everyone will come through (as a minimum) the fourth round of qualifying - either as winners at fourth round Conference League level, or as losers at fourth round EL level. (That's not the only time teams can drop into a competition below. All three competitions will be eight groups of four. In the CL, nothing changes. The top two in each go into the last 16, whilst third place sides drop into the EL. In the EL, the group winners progress into the last 16. The second place sides play-off against the sides dropping down from the CL, in order to determine the other eight sides in the last 16. The third place sides drop into the Conference League. In the Conference League, the group winners progress into the last 16. The second place sides play-off against the sides dropping from from the EL.) Well done to anyone who gets that first time.
