Maybe. Early on last season Norwich went to Anfield and played well (should have taken the lead a couple of times) and then beat Man City. It's whether they actually win the games against the rubbish teams that matters.
You need to watch it ... the United player doesn't actually touch the ball which Soyuncu is attempting to play ... instead he launches himself over Soyuncu's leg ... not sure there was actually any contact at all ... but the real point is whether the decision would have been given the other way at Old Trafford or whether it would have been inconclusive (benefit of doubt to the defender) on the contact and therefore no pen ... you can guess what I think
