I wonder if its because we are actually in a better financial position than other clubs that Ashley is now seeing more value in the market? Even if we only have £35 million in our budget, that's money we have in the bank, in cash. Not many clubs are spending much and those that are (outside of the top 6) like Villa and Leeds may very well not - i.e and are loaning that money / paying in installments etc. With the uncertainty and the hit we'd face with relegation, Ashley is willing to part with this cash on Premier League proven players, to keep us here. I know Bruce likes British players but maybe its telling that we're not gambling £30 million on a foreign player, like we did last year.
