You could try a julius k9 harness, it's what the police use, it has a handle on the top and you have more control...

It is I think it comes from guard dog days and funnily enough working police dogs. A lot is still to do with the owners mind and how you socialise your dog and bring them up within the family. Usually find bad behaviour is taught behaviour. I’ve had shepherds for over 40 yrs and they have all been very well behaved dogs and not aggressive at all. These 2 have rough and tumble between themselves but have never gone any further.
