    They mean he wasn't stabbing them because they were a particular group of people i.e. pakis, ****s or papes, he was just doing it randomly. How they know he wasn't just trying to kill say, non muslims for example, I have no idea, considering they haven't caught the **** yet. For the record, I agree that "not hate crime" is a very strange, verging on stupid phrase though.
