The tunnels have well paid for themselves in real terms,its the governments refusal to place both tunnels on the road network system and therefore take over the control and upkeep of them. The tunnels have their own police force,toll both operators,electricians etc and the council tax payers of Merseyside pay their wages and for the equipment needed to do their jobs.
