The differences then seem to be in the cause of these improvements or the benefits of the policies. I can see if you argue as a Trump Republican that these are all good things to be doing. As a Democrat you could argue that a lot of these improvements were in train and would have benefited communities more had Trump not intervened. Without having experienced what effect these policies have had on people or how they have been received I honestly can't say if they are good or bad with the information I have to hand.
