Ask certain sections of London and the answer will be a resounding yes. I live in one of the most deprived areas in the country. Or are you thinking of places like Westminster and assume all parts of London are like that?
Oh and 27% of those living in London live in poverty. The rest of England it is 21% So what does the transport links actually achieve then?
