I think its a reference to the holy ideal of Jerusalem, the idea being that England is so beautiful and whatever that it can be home to such a magnificent place. Not that they actually really like the city of Jerusalem as a tourist spot mate.
Its dour and not rousing . Wales , Germany , France etc have better ones . Land of hope is rousing . Jerusalem is tame

Our current national anthem is the dullest in world history, so it would be an improvement on that. We used to sing Jerusalem at school. I’d sing it again, but not at Twickenham because I doubt I’ll ever go there.
