Out of all of the silence and rehashing of old clickbait news, what from all of that leads you to believe it has failed rather than it having been approved? Pretty sure it's been done to death on this thread like but if it had failed we would have absolutely heard about it from somewhere somehow. The aftershock of it having failed (probably a 7 or an 8 on the richter scale) would be far bigger than that caused by it being approved (more akin to you lifting your leg and letting out a little tommy squeaker on your sofa). I might be wrong here so please no shots to be fired at me please. The PL are losing money with the Piracy happening as they are receiving no income from Rights that if legally done would have been potentially 100's of millions. That is of course if it was a separate deal. Which means that the PL teams are also directly losing potentially more Revenue from the PL. There product is being streamed, illegally, in Saudi by tapping into their neighbour's paid for rights. I agree with your top paragraph. But what do you mean by there is no BeoutQ?

1) No, Bein bought the rights entirely for the Middle East and have a contract til end of 2022 season. Those rights included KSA and UAE. Then the proxy war escalated, KSA then blocked Bein from KSA - however, this didn't impact the monies for the PL. It just impacted the ability of Saudi's to buy a Bein subscription. The argument is the KSA gov were complicit in setting up Beoutq (not proven), but the piracy has no actual impact on PL revenues currently. It COULD have an impact if they don't get a handle on it by 2022. 2) Beoutq is not in KSA anymore, they were blocked completely from Arabsat but it's broadcasting from Africa, I believe.
In my opinion the only problem is other clubs don't want this to happen. The PL itself is nothing more than the make-up of their members, right? But can they block it? No, not on the terms they've set out. But they'll be trying to see - on behalf of the more powerful clubs - if it can be blocked in other ways. No journalist is going to call out the PL as corrupt, call out Man U, Arsenal, Chelsea, etc., for having an unfair influence on this process. And that info will be buried well out of sight, as it's effectively corruption. But the PL is self-regulating, which caused so many issues for FIFA/UEFA, so there's so many repercussions from this takeover where do you begin? Threat from other clubs leaving, threat over future votes, I don't even know - and it's completely closed off to the World.
Depends. Your opinion changes every day, sometimes multiple times per day and sometimes in the space of minutes, so it's not technically "an opinion" it's about 700 different ones.
That's just it. BeoutQ boxes are sold within Saudi and the argument is that the Royal Family encourages it to steal BEin property and get one over Qatar against whom they have a trade blockade. Allegedly, the Crown Prince, responsible for the actions of the Saudi state is complicit because beoutQ boxes are freely available and therefore apparently hasn't done enough to combat piracy.
So if i've understood this correctly, the PL are expecting a foreign government to completely eradicate piracy in their country when they can't even get our own government to do the same thing here? I'll go grab the popcorn !
Re 1. Ah, I did wonder this. That's why i put the caveat in about if it was a separate deal. Which as you say it isn't. I wonder why the deal included other countries in the first place. So the theory is therefore that Bein lose subscription money and also lucrative advertising opportunities in Saudi. Having read that MONSTER report from the Athletic (I thought it was quite good actually) you can see why things are messy!
Hence why there's so much angst and frustration. It doesn't make any sense, unless something more sinister is at play here.
Another theory I have on the delays is about Bein. They're a big sports broadcaster, but they're not the only one. In my opinion, it's both lazy and short-sighted to allow Bein such wide reach. The Middle East is well known for brown paper bags being worth a lot of money, so I have a feeling Bein may have some dirt on the PL that makes things difficult. The point is - the O&D test is easily passed by the consortium. Yet there's a delay. The PL won't say why, yet they've been more vocal in the past (Man City they were proactively involved, So'ton they commented, etc.). Something VERY suspicious is at play here and although we're frustrated by the situation, the fallout will be interesting.
It's one of 3 things (or possibly a combination of 1 or more) I reckon :- 1. PL trying to thrash out some deal with the Saudi's and BeIN over TV rights...win/win for everyone concerned really so highly likely. 2. PL are being harangued by other PL teams about it going ahead which doesn't really make any sense if #1 is also happening as everyone stands to benefit with a bigger influx of cash to the PL. 3. Saudi's are indeed wanting a number of pieces of the jigsaw in place before it's announced Personally I think it's a combination of 1 & 3. #2 may have been a factor at some point but the other clubs have just been told to **** off cos it's happening.
The only difference is that the company responsible for providing the facilitation of the piracy content (The actual broadcasting equipment and facilities) is owned (majority) by guess who........

I was one of very few adamant it was happening before it was even on company house or sky, but slowly I edged towards I don't know and its happening , but over time I've slowly gone from I don't know to Its not happening. basically I've adapted my opinion over time based on the evidence I am seeing. also I spent 48 hrs trying to crack into the mindset of Indykalia and if that went unoticed you had no chance .
