I know, but what I'm getting at is that if they found this group responsible ie PIF then they can just fail the deal. if they aren't responsible why would they say we will only pass it if you pay for than half ?

All what's happening is the Premier League have to be seen as pro-active in the public eye and let it be known that they are looking at all relative feedback in order to say that everything is above board.
