The central fund is where the purchase money is coming from. The owners/ directors are those named in company NCUK. The PL tests don't commence until all directors are appointed. The Saudi state is not listed as a director.

The Saudi nation may have chosen them but Mogren is CEO and Al Rumayyan is Governor of PIF. They run it on behalf of the Saudi state. They are the nominated directors of PIF and a link has to be established to those two individuals. It can't be. Very clever appointments and no doubt designed to bypass concerns with piracy.
It’s not their money, they therefore aren’t the owners, merely named representatives. You’d have a point if the Saudi state had somehow backdoor funded these guys, and they were purporting to be independent of the nation state, only they’re not, they’re firmly operating as an organisation that invests on behalf of the Saudi state.

No idea, I suppose it depends on what’s in the WTO report and whether the PL chose to acknowledge it or not. It’s hardly a positive though, as a proven link means that the Saudi state have been complicit in defrauding the PL of revenue.
