There have been numerous reports about the tracking app being in trouble, in fact Sky news reported today that it would not work, and a different system as adopted in most of Europe would have made far more sense as it was tried and tested. Tonight Rabb was asked when it would be available across the country, and said he didn't know. His doctor tried to say that it was only part of the system, a lot of it would come via traditional methods; i.e. a doctor reporting an outbreak of measles or chickenpox in his area. Without the data from a reliable app the mystical R number is guesswork, no one has disputed that. There is no doubt the Chinese covered up the seriousness and wasted valuable weeks by not notifying the WHO about the virus. The fact it had installed a puppet as head of the WHO did not help.

The usual non-answer SH. You tell us you want debate, then you need to look at the the evidence and have something to say about what is going wrong in the UK. I have made posts today about how schools in France have returned too early and have been closed. I am only allowed to talk about France? Your constant whinging about other countries will bring a response when others think you are wrong. Either put forward opinions and expect them to be questioned, or don't attempt to keep changing the subject.
It would be more to the point to concentrate our efforts on conquering the disease rather than wasting time on this. I dare say that there will be some sort of reckoning with China after all this is over but that can wait - it cannot be used as a distraction by Western governments from their bad handling of the situation. All Western governments were warned by about December 31st yet underestimated the situation until it actually caught up with them. Maybe Western countries need to analyse their supply chain relationship with China in future, because an epidemic of this kind coming from the biggest exporting nation on this planet was an accident waiting to happen. But is it their fault that they have become such an important player in the World economy ? Or is it more the fault of Western companies who have resourced their production there in search of cheaper labour costs ?
As the question was raised earlier, a piece has now appeared about EU funding. The leaders of France and Germany have proposed a European recovery fund worth €500bn (£447bn; $545bn) to help EU countries hit hardest by the coronavirus crisis. It would be in addition to a huge loan package worth €540bn set to be released through existing EU mechanisms from 1 June. The new fund still requires approval by all 27 member states to be launched. It was announced at a joint video conference by French President Emmanuel Macron and German Chancellor Angela Merkel. Mr Macron said this aid would be made up of grants, not loans. And Mrs Merkel said the cost could be spread across future EU budgets.
Professor Jonathan Van-Tam says the UK "may have to learn to live" with the virus for months, if not "several years". That is a sobering thought, but as we have seen with something like aids there are drugs that will control it, but not eradicate it totally.
