It wasn't an official vote, it was a discussion between the premier league clubs. Most if not all agreed the best option was to call the league, including Rangers. Uefa set a date of being informed which teams will be playing in Europe next season so decision had to be made.

Here's the actual timeline

UEFA have a virtual meeting that includes Lawwell. During that meeting there is a discussion on how various European league will end. Most seem to going down the null and void route.

Three days later the SPFL rush out a resolution that is 120 pages long on calling the league. 120 pages and they still manage to leave out extremely pertinent information. They then give the clubs a deadline of 5pm two days from then to vote on the resolution.

Rangers and Hearts offer up a different resolution that is dismissed out of hand by the SPFL who even lie about it saying paying advances/loans were impossible even though they had did just that before.

Deadline of 5pm passes and one vote mysteriously disappeared. A vote that would have killed the SPFL resolution stone dead. Coincidence though.

Rangers, Hearts and others are raging at this. And rightly so.
