If piracy was an issue the PL would have immediately failed the prospective new owners due to the wealth of information in the public domain and evidence from the French case. They haven't. Its a done deal.

It's not. It's a tenuous link between Arabsat and members of the Saudi royal family. There are no links to Mogren or Al Ramyyat or PIF. The Qatari's and Emirati's are shareholders in the same offending satellite. It was the Saudi's who proactively closed down the satellite in August 2019.

If there were ever a slight doubt about the PL owners test, they would never have got involved in the first place. Not only is there no legal reason to stop it, there's no moral one either - no more than Bein's Arabsat links, Qatars human rights record, and so on. The PL test will not fail at all. The deal is done bar a PL test and transfer of monies - I'd imagine the latter is not going to take more than seconds as the transaction will already be done in a holding account.
