    Shorter than 45 min halves
    More substitutions
    Neutral venues .

    If it’s in a neutral venue it’s safer because , because .... no , can’t work that one out

    Got it ! Bloody obvious really . Keep it at 45 mins per half , but have loads extra substitutes ( 11 each side) then completely change the team at 1/2 time , thus no one will play more than 45! Once up and running , maybe then have say just 10000 supporters in , but change for another set for 2nd half .
