The rules by which the 20 PL sides started the season with. The top 4 qualified, the rules had no mention of the UEFA clause that allowed FA’s to alter the sides they put forward, as the PL/FA had chosen not to include it.

Well according to Barwick, there was no rule - just an 'Expectation'. But I'm sure by now you've tried to Google that written law that never existed and was therefore never changed. The only rule that was changed was UEFA's - not to allow Liverpool in, but to stop biased FA's from not putting the champions through in those circumstances again.
