    Stavely is a deal negotiator. She hasn't got the capital for this kinda thing, at all.

    It has to be someone so financially powerful that they are not deterred by the current economic uncertainties. I'd say that means it's highly likely to be constructed in the manner that we have heard - PCP, RB & PIF consortium.
