Xenophobia only came around in the last couple of hundred years.
The original word is misoxenie (aversion to strangers)
This had nothing to do with countries, or nationalities or immigration.
It was one ingroup having a mistrust or other external groups.
This existed between places in Britain if you go back far enough. Its a mistrust of strangers outside of your territory. It's rooted in our fkn biology like, its also obviously rooted in canine biology, which is why we have the symbiotic relationship with dogs that we used to guard us from strangers, as the dogs knew friend from stranger, strange smells alerted them. There are no doubt some people in Manchester who hate people from Liverpool and vice versa, which is driven by the same biological imperatives that drive ingroup preferences based your perceived group. We see it in politics, national identity, football rivalry ect.
My point about all this
Calling someone a xenophobe is an attack on someone's character. It's the only purpose it serves. It implies lower level bigot, not quite racist but almost. That's never what the "condition was" ie misoxenie, is driven by biology, not bigotry. It's a real thing, and not something supposed to be used to attack others, its a symptom of our genetics that drive tribalism.
