One option is allow Liverpool their title, have no PL teams relegated, and have both Leeds and WBA promoted and have a 22 team PL next season.

Heard that mentioned too .. think it may have been on sky but not sure .. but they would presumably have to allow 2 to be promoted from divs 1 and 2 and national league to counter balance it, without relegating anyone. They could also then get it back to 20 in top premier league by relegating 4 the following 2 seasons and promoting 3.
