Why not? Just make it for teams not involved in any UEFA competition? Arsenal would probably be favourites next season
Perhaps an idea could be, that any teams in Europe have to field u23 sides in the lge cup , with the addition of say 3/4 senior sqaud players. Keeps all sides in the cup, gives youth at bigger clubs the opportunity of a genuine run of football and also gives the smaller sides a more realistic chance of silverware Edit: just read that back again and realised im a ****ing genius tbh
