It's so that you're not overcooking to make sure it's cooked through. The frying is for colour and flavour the meat is already cooked through.
I was reading an article the other day, it was to do with a brand of sausages Stan had mentioned. Anyway, in the article, they had the cooking instructions for their quality sausages, and it said none other than to boil them first
