He was clearly interested in the job so will have known the wage structure of a third tier club otherwise why be interested. No one in their right mind would expect PL wages from a L1 club no matter who that club is. Maybe he was more interested in the 'project' than the money. He may not be a greedy man and SKP may have sold the club to him and the thought of becoming a hero here was enough while working our way back to the PL. As for 'who said he wasn't good enough'? Well, clearly SD thought that, hence he went with PP
Remember, it's SD you're talking about here and he probably was more interested in having a yes man and 'value for money' rather than who would do the absolute best job in the position.

I don’t think Ross was going to get it done, but unquestionably PP is a massive downgrade. I’m with you in fearing the recruitment, I’ve no faith in the powers that be on that side getting it even close, if we are penny pinching again it’s going to cause a serious meltdown. If there’s money there we would go and pay Maddison release clause if required, massive hole filled, we would then need a striker, the best would be Toney, but no chance Peterborough sell. I don’t know where we look for that, I wonder if there’s any remote possibility that Liverpool let Brewster drop 2 levels, I don’t see anything we can easily get, including Maddison. 2 wins over Christmas would help to attract the right sort, but have we any faith? Agreed but SD mishandled and undermined Ross. Ross should have been replaced in a close season, Phil is suffering for this shortsightedness
We totally lost momentum in the last quarter of the season and the play off defeat finished us off. Allowing Ross to simply start a new season, without the boost of better players, was crazy. Donald took a risk then compounded it with Parkinson ... ... neither decision was fatal but the next one could be.
I fully accept what your saying mate but I would rather be beaten with some effort put in than not giving a flying one like the current players.
Parkinson said today (far as I know) that he's added more under 23s to the squad so fair play to him for that.
