Seems this is probably not as significant as I first thought. Juncker was just saying there won't be any need for an extension because we've agreed a deal. Most commentators seem to agree that if the deal was rejected by parliament, the 27 would indeed grant an extension to facilitate a new referendum or GE. Still a help to Johnson, though.
Yes, and it's for the EU27 to decide not Juncker. Him saying what he said was probably the unwritten part of the deal to help persuade a few MP's.

The DUP backed Boris last week with an Irish Sea border when they would be allowed to veto it at Stormount. This deal dosent give them the power they seek so they are crying about the Good Friday Agreement having coach and horses driven through it. They never worried about the GFR before. Donald 'Fleetwood mac' Tusk just admitted that without the EU compromising during negotiations the UK would've left without there being any sort of deal. Blimey! Could it possibly be that keeping 'No Deal' as an option assisted in facilitating this compromise? Who'd 'ave thunk it?
