Makes a change for them to investigate anything these days, I had my motorbike nicked a couple of years back and two days after I reported it they wrote saying they weren't investigating it. Police are more like an extension of the Social Services these days, and don't call them a 'Police Force' or they might investigate you...
To be fair, it ain’t the fault of the coppers on the street, as many of them do a fantastic job under often dangerous and stressful situations, while never having enough manpower. Can’t speak for anything higher up but I’m guessing you could be right.
