Yes, a no arms tackle can be a shoulder charge, which Farrell has been guilty of in the past including to players heads.

The SA one was horrendous no idea how he got away with it. Yes this one on him was probably a bit worse but again I'm just picking out the difference in reporting and pundit coverage.
Why bring something up from a year ago when the laws have been altered since then? I was at the SA game, and in real time he was stood up straight the SA player stepped him and slipped into his shoulder. Granted Farrell didn’t wrap, but it’s in no comparison to the tackle yesterday.
