Same with them. I would restrict the finals to being played within the geographical area of Europe, notwithstanding that some UEFA countries extend into Asia. Otherwise France could build a stadium in St Martin or New Caledonia and apply to hold the finals there. Or Spain could apply for Ceuta. But I don't see how anyone can justify discrimination against a stadium in Europe that is in a UEFA affiliate.
Because they don't have the infrastructure to deal with a final well, they're hard and expensive to get to and they're run by dubious people. Baku wasn't selected for footballing reasons or to spread the games around, just as Qatar wasn't.
