That's exactly what I said - Royal assent depends on the advice from the Queen's ministers. Why do you think Gove in that interview refused to answer the question put to him as to whether or not the government would refuse accept the Parliamentary vote?
But the examples you quoted were not about Royal Assent not being granted on ministers advice. Gove I thought was referring to whether they would actually follow the bill once it’s passed, so as to whether they would actually ask for the extension or ignore.
It doesn't become law until it receives Royal Assent. This is where Boris can play his most powerful ace......by denying/delaying Assent as is the Government's right. This is why Remainer MP's were practically begging the Government in the debates yesterday and night before around allowing assent for it to become Law. That is their biggest problem and fear. That Boris denies assent. And there is nothing they can do about it. If Boris denies assent, prorogation then starts on Tuesday. All bills without assent die. The ENTIRE process then has to be started all over again when Parliament resumes in mid October. With everything going on in the first week and a half around the Queen's speech and new business, they won't have time to get it through again. There won't be time for a General Election, and we'll bounce out the EU by default on no-deal, as it is currently set in LAW. Brexit! Check and Mate! Cummings and Boris have planned all this out, timing being specific to stop Remainers.
You're right Johnson may not put the bill up to the Queen. There would then be one hell of an uproar if this happened ...... It would then, as you say, have to be done all over again in October and I'm sure there would be time, Johnson himself has said there will be ample time.

It's not right in either case just I personally would expect better from one of the major political parties in a country. Independents do childish stunts e.g. the Sun and whoever did the blimp but serious organisations. It's a bit like catching your GrandMa flossing
