They've already said they won't make them retake if it's a matter of inches. Man City's pen against us was retaken because Rice encroached and then cleared the ball. If someone else had cleared the ball it wouldn't have been retaken.
wtf you on about, that pic wasn't encroachment, it was the keeper being a yard off the line before the kick was even taken (yard and a half when the ball was kicked).
I don't think that they're even using VAR for the keeper during the match, bizarrely. What's the point in having it if you're not going to use it on penalties, though? It's like offside, in that it's a purely factual decision and there's no interpretation needed. He's either on his line or he's not.
