Doesn't Foyth qualify to be in the U-21 B list this season? He didn't last year because he hadn't played for us for two years but he has now and was U-21 on 1 Jan 2019. If so that will free up a place in the squad. We've got more of a problem with Association Trained players than Club trained ones though....Surely only Dele qualifies if Trippier leaves. Any of the Club Trained players would qualify so that means they are essentially a free option in the squad.

No way Levy would allow a buyback clause. Madrid can set a transfer fee X for if Ceballos is meh while on loan. If when signed he transforms into the second coming, then they can negotiate beforehand for this possibility by doing what Levy does and requesting "performance" clauses that would raise X to a fee Y.
