calling it state.owned is probably doing real states where people might actually have a say in their taxes is wrong. we are talking about royal despots who have,by virtue of pure luck and their ancestors ruthlessness, a position of unlimited money to play. It's not so much state run club as one where the so called state and all the arms of it's investment companies and brought to bear to artificially swing our league and the European champions league. it is in short ultimately corrupt and their little despotic courts deserve to be over thrown really

well you could easily argue City are not state owned since it is owned by a fund owned by Sheik Mansour rather than the Dubai investment fund. PSG are state owned as they are owned by the Qatari investment fund. The real problem is enforcing FFP against such wealthy , and therefore influential , owners who have multiple "vehicles" they can funnel funds through.
