I think St Etienne have been insisting on that from the start regardless of who bids for him. It does seem weird though that Arsenal, with a supposed £40m budget, is willing to spend roughly over half of that on a player that wouldn’t even immediately join them.

Well at the very least you get the equivalent of signing a Dembele in his prime but with years on his career in front of him. However the ghost of Spursyness scares me (the pressure of his price tag, the curse of Spurs DM longevity - Sandro, Wanyama etc) .
