Raab just might be stupid enough to try it. Remember, we’re taking about a man who’s only recently discovered that the country he wants to be PM of is in fact an island. Any Tory leader who attempted to bypass the will of Parliament would face a no confidence vote, IMO. A vote they would almost certainly lose, given the current numbers in Parliament.
