As has been pointed out, without exactly this kind of campaign we wouldn’t have votes for women or an independent India, there would still be apartheid in South Africa, and we’d still be paying poll tax. So these actions which, in your view just annoy people, are very effective.

Exactly. If actions don't inconvence signoficant numbers of people the vast majority will just ignore the events. The whole point of peaceful protests is to make the biggest noise in the most civilised way possible.
