    I agree with your points hbic and I think it comes back to the fact that the HG quota tries to do two different things, when there needs to be two quotas, one that would reward West Ham for playing Declan Rice even if he declared for Ireland, because clubs should be rewarded for playing and developing their own Academy players, not just buying from other clubs. And the other to reward for example clubs like ours, for taking a punt on someone like Eric Dier, and making him a key player at what is now an established top 6 club, during which time he has also established himself as an important player for England. People like Harry Winks would count for both.

    You can have joint nationality so why can't you have joint home-grown? Dier was only in Portugal because his father was a professional tennis player and needed to train year round. Probably didn't like paying UK income tax as well, but that's an aside.

    In Dier's case, because he was a Sporting Lisbon player between the ages of 9-20, so he can't be joint-HG

    And, no, being on loan at Everton for a season does not count - Sporting still had his registration for that season, just like we still have the registration of Marcus Edwards, Samuel Shashoua, Anthony georgiou and Shayon Harrison in spite their current loans in Holland, Spain and Australia and this is not affecting their HG status with us
    The current UEFA definition of the rule states three years between the ages of 15-21

    Neither Robbie Keane nor Troy Parrott qualify as HG in Ireland, as they were on the books at Wolves and Spurs respectively when they were 16
    On the other hand Bailey is working towards being an EU national, due to him still residing in Genk in an effort to become a Belgian citizen even though he signed for Leverkusen eighteen months ago (in other words, he won't have achieved Belgian citizenship until the summer of 2020 at the earliest, so feel free to ignore any transfer rumours involving him for the next year)

    The top goalscorer in Irish history who played for them at every youth level, including 146 games for the senior team and he's also the current assistant manager?
    Spent eight years at Irish youth teams?

    Except it doesn't make the rules stupid, because he wasn't picked for the Ireland U18s or U21s until he was at Wolves

    If anything the Irish national team need special dispensation due to Roy Keane giving both Declan Rice and Jack Grealish plenty of reason to remember that they qualified to play for England too. Maybe let them have James Ward-Prowse, since Gareth Southgate seems to have forgotten he exists?

    Southgate locked him down in March. Not sure if he qualifies for another country, to be honest.
    He'll get more time soon anyway, as he was one of his regulars at U21 level.
    Probably sign for another team in the summer too, which seems to help.

    Surely the rules can't make any mention of nationality because that would be in breach of EU Law. Once we leave, however, we can do what we like for PL rules but that won't alter the UEFA ones. The latter already require four of the HG players to be club trained.

    And that means that scoring for Irish youth sides doesn't make him HG, especially since he was contracted to the English club Wolverhampton Wanderers when he was doing it

    There's a very good reason why these rules are in place, and it's to stop certain nations taking the piss - with Qatar leading the charge in the pisstaking because qualifying for Qatari citizenship is so easy that a couple of seasons in their league is enough for any player to qualify for Qatari citizenship, hence their team which won the Asian Cup a couple of months back included a Portuguese defender born of Cape Verdean parents and a French born former Algeria U23 player, while the ASPIRE Academy has been funneling Senegalese and Sudanese players into the Qatari system for a few years now to pad out the national team

    With us randomly being linked to Eljif Elmas, one brave r/coys user ventured onto the Fenerbahce subreddit and asked for opinions. So here's what we got...

    He clearly has the talent, his potential is insane. But he does lack consistency and makes some easy mistakes time to time. He also got used at the wrong position by us. He needs to be in a more attacking position to get the best out of him. As a player hes pretty all around, has decent pace, good dribbling, pretty strong for his age, has insane stamina which causes him to run a lot and has good positioning. His positioning reminds me of Ramsey, even when he was played as a CM he has really good runs in to the box. - ItsKBS

    No because he is a liability in CM and we have too many better attacking midfielders. None of them probably have the potential that Eljif has but all of them are currently better and since we are just above the releagtion zone we do not have the time to further his development. His potential should be pretty high but I think he isn’t a smart player yet. He still needs time to learn and understand the game better.     I don't know who to compare him with... What I can say is that he really has a potential as an attacking midfielder. But his physics might lack to be a good player in the Premier League. His finishing isn't too great but he can develop it over time, he's still 19. His position is midfield. He will be wasted if he plays as a winger. If you look at the games he played really bad, he plays as a winger. As a midfielder, he plays rather well or really good. Still has ups and downs though. A great potential player for the Spanish and Italian Leagues but possibly not good enough for the English League. I heard 20-26 million Euros. I kinda find it unrealistic for him but you won't hear us complain :p The minimum risk for him would be at least 15 million. Fener would possibly agree to that and Tottenham has a little risk to make a negative balance on him if he were to fail. - Cerkes_Pasha

    He is as bad as the entire team but the difference is he has the potential to do great thing as long as he is with a good squad. We must keep him and build a better squad where he can improve himself. My fear is that he turns out to be one of those “positionless” players like Alper.     There's a lot of love for him generally, but i don't like him, he has mental problems, he always do unnecessary fouls and get booked, it's like he's going for getting booked intentionally, i have never seen anything like that before, and he lacks some very basic fundemental skills like long balls and first touch, except these stuff he's pretty good, he doesn't leave any area on the pitch untouched, he can shoot the ball well, he's a good finisher for a midfielder, he can do wall passes, he's quick. He's still 19, so he can fix his problems, but i wouldn't play him now until he fixes those fundemental problems and his mental problems. - gorkemguzel32

    I got to stop you right here gorkemguzel32... His mental problems are caused by being too dependant on him in the first half of the season while everything went sh*t. The fans blamed all players and especially Eljif, expecting him to be a saver or whatever. Eljif could not help us and the fans got butthurt and insulted him in the most horrible ways. I don't know but these kinda things will break you if it continuous. Especially when you just turned 19. And the insult the fans make is really way over the line.     So this, coupled with probable work permit issues considering he's hardly a regular in the Macedonia team, tell me that we'd be taking a huge risk on £15m that could be better spent elsewhere - with £150k a week contracts to Eriksen and Toby being far less of a gamble with £15m

    So yeah, now that Eintracht Frankfurt have executed the option to sign Luka Jovic to guarantee they make all the Euros in the transfer window, can we take advantage of everyone being distracted and sign Ndombele now?

    TBH it's better that we accept he's not coming to us asap and focus on players we have a chance of attracting.

    He was always going somewhere where more money was going to be on offer. Our chance of his signature died when he went to Lyon.

    Plus, despite looking a great talent, I think the way Moussa has stepped up this season has lessened the need for another powerful CM. I feel we need more of a playmaker/ dictator, so on that note, **** you Barca, Frenkie should've been ours!

    Alternatives I'd say are Super Jack or Tielemans. I'd be happy with either of those. SMS may be viable too, hasn't had the greatest of seasons this year so price may have dipped.

    I'll believe that when I see a Juventus unveiling video, not least because Ndombele's agent has made it very clear that he has a £72m release clause - so why Lyon would accept 5/6ths of that release clauses makes no sense
