    Agreed its a flawed suggestion.

    Its hard to blame a club for the actions of single fans, are Birmingham to blame for the random twat that thumped Grealish or Chelsea for that guy shouting at Sterling?

    As for Mass abuse, like in Montenegro or Cagilari, thats different. And the answer is to change the nature inside football grounds, cause frankly the attitude of the average football crowd lets this scum feel they can get away with it.
    First Fifa needs to ban 'Firms' or 'Ultras' and prevent them from attending any games, and that goes for everywhere, that'd stamp out half the problems almost immediately (like it did in England in the 80s).
    The general nature of football crowds needs a kick into the 21st century, shouting '****ing ****' etc when you're sat next to kids, usually their own.
    Then their is the Rivalry, which is great when channelled right, but too often it become petty, childish and then viscous and spiteful.

    However if they are to hand out punitive punishment, then they need to be harsher. Heavy fines, long crowd bans, point deductions etc.

    I dearly hope all western countries accelerate the electrifican of cars and renewable energy sources and leave these ****s in the desert for the sand to cover over thir grotesque excesses.

    if anyone wants a real investment then invest in power generation companies as they are the new oil. they need capital for battery storage and renewable tech and the car makers will only accelerate demand of energy
