Probably because he thought Cabaellerio (spelling?) was the better option for the shoot-out. Its happened before.
The fact that no outfield player forced Kepa off is telling on two fronts. Firstly that they miss a Terry/Cahill-type leader out there, and secondly that the players aren't behind Sarri. Only Luiz was in the least bit bothered to get involved. And he was hardly showing Kepa the way.
