Bollocks to that. Unless we bring back the cat for 'petty' crime, just increase the minimum sentence for all convictions to 12 months.
Send them to Chinese re-education camps, you will not get much harsher than that in our so called civilised world today, in fact you will probably just 'disappear.'
Interesting point. Can communist China, with it's autocratic government, be considered civilised? China is one of the oldest civilizations in the world. But is a country that imprisons or even executes it's own citizens without trial, a civilized society? Or do they have different values in Asia, ie. the rights of the individual come after, not before, the interests of the wider society?
I say in jest, we seem to have no qualms about trading with them, in fact 60% of Jaguars profits come from China, so i suppose they must be civilised

Some of these Europeans that smuggle drugs in exotic locations, must be ****ing nuts. Those South American jails look especially ****ing awful, no matter how much coke I'd hoovered up, I'd never be persuaded to risk that.
