I don't think it's as straightforward as that. Charlton's traditional away stand is the south stand, which has all the "bits and bobs" in place to allow for the segregation required. Sunderland took up all of that allocation. If Charlton had offered more tickets it would have meant making a section of the east stand segregated and would have come at significant cost to Charlton. Maybe the additional cost for stewards etc. outweighed any real benefit to the club. You have to remember clubs in L1 operate on a fraction of the costs.
