If I remember correct, they use very thin lines, and the word VOID is also in thin lines but in a different direction, the photocopier cant give a good enough resolution to accurately reproduce it, and the words show up.

 

Try it, not sure of it works on a scanner, but try that as well

Its was designed to stop forgeries, people taking photocopies to show who they are was fine

 

There were paper licences issued for a 2 year span back in ‘91/92 that came up with the words fake or copy.
