That might not be down to him, we don't know. The owner could have said cl qualification is most important to fund new stadium costs and keep what players we have with decent wages until stadium is good to go. Arsenal done similar with their stadium cl was key for finance reasons.
We touched on this a few days ago. Paying for the Emirates was a major factor in Arsenal slipping from serious title contenders to 4th place specialists. Judicious spending and smart scouting can give a good manager a chance to build a strong team, and to tread water near the top, but to keep up with the really big guns you have to be able to spend big on occasion. The stadium debt could do for Spurs if they're not careful and/or lucky.
