That's difficult.West Ham sold out their season tickets because lots of people bought ridiculously cheap tickets so they'd be able to attend the odd game. Take them away and sales wouldn't be that much bigger than at the old place. How come Spurs can sell out a bigger stadium at massively higher prices? Their most expensive season ticket is about the price of our cheapest. London is so large that it can carry lots of full stadia. Manchester's a surprisingly small place, only slightly bigger than Bristol. Leeds is half as big again. There's lots of other clubs in the locality. Maybe they've got a reasonable new contingent but lost massive amounts of old school fans? Maybe there are enough clubs for plastics to support already. I don't see a lot of Citeh shirts for sale in sports shops around London - maybe, to be a fan of a club 200 miles away, you need to be able to buy the 'merch' easily? There's endless United, Chelsea, Arsenal and Liverpool shirts on sale everywhere. It does seem odd.
It's doubly strange because their dictatorial owners seem to have done virtually everything else right. They're winning plenty of trophies, playing good football, scoring lots of goals and have positive media coverage. Some big name players and coaches, while keeping an eye on the future and signing for the future, too. I wonder why that aspect of the club doesn't appear to be working?

Not a rival but Stoke were 3 down at home to Blackburn on 46 mins. Stoke score in the 80th, scored in the 81st, hit the post in the 82nd and missed a penalty in the 92nd minute... that's more spurs than we could ever manage
BTW another example of the bollocks of the modern world is changing the name of linesman to Asst Referee. Does it add anything to the game? NO does it clarify? Quite the opposite. It's just more bullshit for no good reason.
