I mean in general. The bloke works for ENIC, and they see Spurs as just another investment in their portfolio. Ultimately they answer to their shareholders. I doubt they are ever going to put big money into the squad at Spurs as they've run it on a sell to buy model. Doesn't excuse Levy's promise to be 'bold' as Poch was crying out for and then shaft him by not signing anybody. Whilst at the same time doubling his own salary. Thought your supporters trust asked some very searching questions about all of this tbh.

Virtually all owners nowadays think of it as just another investment. Arsenal are no different. Some have invested more than others, that’s true. Pool, City, Utd, Chelsea being obvious examples. But they’re all for sale at the right price. What we’re currently doing makes no sense to me, it’s not increasing the value of the club by not investing in and improving a very good squad that just needed some quality additions to be genuine challengers.
He didn’t buy Soldado. The others, yes. But all managers make buying mistakes and with Spurs you never know who’s responsible for what, as Levy has an unhealthy habit of poking his nose in where it shouldn’t be. The ones above cost relative peanuts by today’s transfer standards. Others have made far more costly mistakes.
of course all managers make transfer mistakes it's just odd / interesting that the majority of Poch's mistakes have come in the front 3 positions.
Even that is Levy's fault because signing 6 average priced players being paid less than the highest earner. That's about 80 million worth of 'talent' probably on about 250/300k a week wages. This is ok but buying one stonking player and paying him 150k or whatever is a no no because Levy thinks if this happens then the others will want wage parity. Levy's mindset holds us back...it's as simple as that. Yeah he's done great developing us off the pitch but with the first team he needs to speculate to accumulate...he isn't brave enough. I reckon we would have bagged a league in Poch's tenure by now if Levy was backing his man instead of balancing the books...keeping wages under a ceiling...not signing big players yet spending more on a handful of average ones. I'm not complaining too much because the theory is that the new Stadium will allow us to spend such funds. I don't believe we will but let's see..if he still hasn't...I want him to sell up to someone who will.
He’s got a limited budget - limited by Levy, so he has to look for potential. He’s mostly been very successful in that, but trying to spot and buy potential is always risky compared to,buying proven talent, which costs tens of millions more.
Madness isn't it... Silva is by far the most overrated manager in the PL. They were far better under Moyes ffs
